
Pavel S. Seleznev

P.S. Seleznev is a leading researcher at the Financial University and organizer of applied and fundamental scientific research commissioned by government agencies and contract R&D projects in the field of international economic relations, innovation policy, sustainable development, national security and management theory problems.
He authored a number of seminal articles on strengthening national sovereignty in technological, educational and economic spheres, building a multipolar system of international relations, creating systems of payments and settlements with partner countries in national currencies without using the US dollar.
Dr. Seleznev is Dean of the Faculty of International Economic Relations and Professor of the Department of Political Science at the Financial University. The faculty headed by P.S. Seleznev provides education in the field of world economy, business and finance.
Over the past 5 years he has published more than 15 scientific articles in the journals indexed by Web of Science and Scopus and 28 articles in the editions included in the List of the Higher Attestation Commission.
He has also published over 170 methodological and scientific works, including papers in Russian, English and Chinese. Over the last 10 years, he published 3 textbooks, 2 manuals and 9 monographs have been published.
Education:
– 2002–2007 – Faculty of Mathematical Methods in Economics and Anticrisis Management of the Federal State Educational Institution of Higher Professional Education "Financial Academy under the Government of the Russian Federation". Specialty: Anticrisis management. Qualification: Economist-Manager.
– 2007–2009 – Ph.D. postgraduate study at the Federal State Educational Institution of Higher Professional Education "Financial Academy under the Government of the Russian Federation", Department of Political Science, Ph.D. thesis topic: "Innovation Policy in Modern Russia and Leading Western Countries".
– 2014–2015 – Doctoral studies at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, Institute of Social Sciences, dissertation topic: "Innovation policy of the modern state: strategies, models, practice".
– 2017–2019 – Master's degree of MGIMO under the Ministry of Foreign Affairs of Russia, program "New Media and Strategic Communications", training field "Advertising and Public Relations".
Prior to joining the Financial University, Dr. Seleznev worked as an economist, chief economist, deputy head of department and head of department in investment consulting companies and banks; and as a leading economist in the Settlement Regulation Department of the Central Bank of the Russian Federation.
Dr. Seleznev has been working at the Financial University since 2011 in different positions: Director for International Cooperation, First Deputy Dean of the Faculty of Public Administration and Financial Control, Director of the Institute of Development Projects, Deputy Director for Human Resources of the Rector's Office, Deputy First Vice-Rector for Work with Authorities and Regional Development, First Deputy Dean of the Faculty of Social Sciences and Mass Communications.
Dr. Seleznev is Chairman of the Academic Council of the Faculty of International Economic Relations and Chairman of the Council of Young Scientists of the Financial University. He is a member of the Expert Council of the Higher Attestation Commission of the Russian Ministry of Education and Science in Law and Political Science (for several consecutive convocations), a member of the dissertation councils for political science at Lomonosov Moscow State University and Financial University, and a member of the Scientific Attestation Commission of the Financial University.
