Влияние внешнего долга, использования производственных мощностей и архитектуры цифровой инфраструктуры на национальные сбережения в африканских странах, испытывающих проблемы с задолженностью

Аннотация
Цель. В исследовании рассматривается влияние внешнего долга, коэффициента использования мощностей и архитектуры цифровой инфраструктуры на национальные сбережения в африканских странах, испытывающих долговую нагрузку. Оно восполняет существенный пробел в литературе, предоставляя целостную эмпирическую оценку того, как динамика долга, эффективность производства и цифровая трансформация совместно влияют на мобилизацию внутренних ресурсов в уязвимых экономиках. Методы. В анализе используются панельные данные по 18 африканским странам, испытывающим проблемы с задолженностью, за период 2011–2024 гг. Метод обобщенных моментов панельной системы (GMM) используется в качестве базовой оценки для определения эндогенности и динамического смещения панели, а пороговая модель авторегрессионного распределенного лага (CS‑ARDL) служит для проверки устойчивости краткосрочной и долгосрочной динамики. Результаты показывают, что рост внешнего долга, измеряемый с помощью коэффициентов задолженности, обязательств по обслуживанию и объемом долга, значительно снижает национальные сбережения как в краткосрочной, так и в долгосрочной перспективе, что отражает эффект вытеснения бюджета. Показатели использования производственных мощностей также указывают на отрицательное влияние на сбережения, что свидетельствует о структурной неэффективности, а не о росте производительности. Цифровая инфраструктурная архитектура демонстрирует отрицательное краткосрочное влияние на сбережения из‑за высоких инвестиционных затрат и институциональных ограничений, хотя потенциальные долгосрочные выгоды остаются очевидными. Диагностические тесты подтверждают достоверность и надежность модели. Значимость. Результаты подчеркивают необходимость разумного управления долгом, инвестиций, ориентированных на повышение производительности, и институционально обоснованных реформ цифровой инфраструктуры для увеличения национальных сбережений и укрепления макроэкономической устойчивости в африканских странах, испытывающих проблемы с долгом.
